Does it mean that someone ordering today with prospective date after Oct 2022 might get it earlier? Or the ETA correctly reflects increase in production?

If you're after Oct. 2022 then you're after Oct 2022. The tweet means that if you miss your 3 day period after you get your email, you can contact steam support during their grace period for a second chance.

Is there a potential for After Q3 orders to move into Q3? Asking out of hope/desperation

Well the liklihood is there 1 shipment ahead of schedule so by end q3 the last week will be the aft q3 router but they will likely ramp production up again as they plan to sell it off thw shelf at some point
